🔑 The Big Picture

TOPIK listening questions often ask what the speaker thinks, feels, or implies. A critical tone does not always sound openly negative. In Korean academic or public speech, criticism is often indirect and polite.
Instead of hearing “This is bad,” you may hear:
  • 좋은 취지이기는 하지만… = The idea is good, but there is a problem.
  • 효과가 있을지는 의문입니다. = I doubt whether it will work.
  • 기대에 미치지 못했습니다. = It did not meet expectations.
  • 근거가 부족해 보입니다. = The evidence seems insufficient.
  • 지나치게 단순하게 보고 있습니다. = The speaker thinks the view is too simplistic.
Your goal is to detect the speaker’s stance: supportive, neutral, worried, skeptical, disappointed, or critical.

🧩 Core Concepts / Patterns

1. Contrast after a positive opening

Korean speakers often soften criticism by first acknowledging a benefit.
Common patterns:
  • 취지는 좋지만 = The intention is good, but…
  • 필요성은 인정하지만 = I admit it is necessary, but…
  • 도움이 될 수는 있으나 = It may help, but…
  • 겉으로 보기에는 좋아 보이지만 = It looks good on the surface, but…
If the second half contains the real evaluation, trust the second half.

2. Skeptical markers

These words often signal doubt:
  • 글쎄요 = Well / I’m not so sure
  • 과연 …일까요? = I wonder whether it really is…
  • 의문입니다 = It is questionable
  • 확신하기 어렵습니다 = It is hard to be certain
  • 단정하기는 이릅니다 = It is too early to conclude

3. Critical evaluation vocabulary

Listen for evaluative words:
  • 부족하다 = insufficient
  • 미흡하다 = inadequate
  • 지나치다 = excessive
  • 성급하다 = hasty
  • 비현실적이다 = unrealistic
  • 일방적이다 = one-sided
  • 형식적이다 = superficial / only formal
  • 기대에 못 미치다 = fall short of expectations

4. Hidden criticism through questions

A rhetorical question can carry criticism:
  • 이런 방식이 정말 효과적일까요?
  • 그 비용을 누가 감당할 수 있을까요?
  • 현장의 의견은 충분히 반영되었을까요?
These are not simple questions. They imply doubt.

  1. Identify the topic first. What policy, product, plan, or opinion is being discussed?
  1. Mark the turn. Listen for 하지만, 그런데, 다만, 문제는, 아쉽게도.
  1. Ignore softening phrases. “좋은 생각입니다” may be followed by the real criticism.
  1. Choose the attitude, not the detail. If the speaker says “cost is high” and “effect is uncertain,” the answer is likely “skeptical” or “critical,” not simply “interested in cost.”
  1. Avoid extreme options unless the audio is extreme. Critical tone is often “concerned” or “doubtful,” not “furious.”

⚠️ Pitfalls

  • Pitfall 1: Mistaking polite praise for agreement. In Korean, criticism often begins with 인정, 이해, 좋은 취지.
  • Pitfall 2: Choosing the topic instead of tone. “환경 정책” may be the topic, but the tone may be “회의적.”
  • Pitfall 3: Missing the final evaluation. The last sentence often contains the speaker’s real stance.
  • Pitfall 4: Overreacting to one negative word. One problem does not always mean total opposition.
  • Pitfall 5: Ignoring discourse markers. Words like 다만 and 문제는 often introduce the exam answer.
