- -(으)ㄴ/는 모양이다 = it seems / it appears / it looks like, based on evidence
- -(으)ㄴ/는 만큼 = since / given that, when the first part is a basis for the second part
So:

바쁜 모양인 만큼 기다려 봅시다. = Since they seem busy, let’s wait.
The first part is not a confirmed fact. It is an evidence-based inference. The second part says what makes sense given that inference.

1. Present action + -는 모양인 만큼
Use this when signs suggest an action is happening now or generally happens.
- 기다리다 → 기다리는 모양인 만큼 — since it seems they are waiting
- 찾다 → 찾는 모양인 만큼 — since it seems they are looking for something
- 준비하다 → 준비하는 모양인 만큼 — since it seems they are preparing

- 밖에서 사람들이 기다리는 모양인 만큼 문을 열어 주세요.

- 닫다 → 닫은 모양인 만큼 — since it seems something closed
