달리 comes from 다르다, meaning to be different.
-와/과 달리 points to one thing and says the next thing is different from it.
It says:
“Unlike A, B is different.”

If you want to compare with a whole situation or idea, Korean often turns it into a noun-like phrase:
- 생각한 것과 달리 = unlike what I thought

- 기대한 것과 달리 = unlike what I expected
